KOREA TRANSPORT WELFARE POLICY INSTITUTE

Reading the field, connecting policy and technology.

We study transport policy and operations, cost and public finance, AI and autonomous driving. By linking data analysis, tool development and simulation, we look for answers to the questions that arise in practice.

ABOUT TWPI

No single perspective explains how transport really works.

How routes and services are operated, the cost structures behind them, the data recorded in the field and emerging technologies are closely intertwined. Policy alone, or technology alone, rarely offers a sufficient answer.

The Korea Transport Welfare Policy Institute brings operations and cost, data and technology to the same table. We connect scattered evidence and develop the evidence and alternatives that decisions at the intersection of policy and technology require.

RESEARCH FIELDS

Four interconnected
research fields

Operational questions lead to cost and data, and the possibilities of technology are tested again against conditions on the ground. We connect the perspectives a problem needs, across disciplinary boundaries.

01

Policy & Operations

Where institutions and services meet in practice

Drawing on route, stop, demand and operations data, we examine local mobility and how services are run. We compare operating models, including demand-responsive transport (DRT), and review the gaps between policy and the services people actually receive.

From a transport welfare perspective, we also pay attention to the mobility rights of people with disabilities and to the barriers they face in access, transfers and information.

02

Cost & Evaluation

Reading cost structures and the premises behind decisions

We review how transport operating costs are itemized and calculated, and compare cost structures across operating models. We model public funding scenarios and test how changes in evaluation criteria and assumptions affect the results, to support evaluation and decision-making.

03

AI & Data

Connecting scattered evidence and turning analysis into tools

We research knowledge structuring (ontologies) that organizes the concepts, sources and relationships in literature and domain knowledge. By connecting AI agents with data tools, we build evidence search, repeatable analysis and automation for collaboration and review.

Map-based visualization and custom analysis tools make complex data easier to read and compare.

04

Autonomy & Simulation

Changing conditions in virtual environments to test alternatives

Building on academic literature and industry and policy reviews, we explore where autonomous driving can be applied. In virtual environments we run scenarios covering driving, sensing, braking and bus operations, and study the implementation of learning-based decision models and the composition of training data.

RESEARCH METHOD

Understanding problems in depth,
designing workable alternatives.

  • READ

Reading the structure of a problem

We trace the relationships among institutions, operations and costs behind visible symptoms, to identify what actually creates the problem.

  • CONNECT

    Bringing the evidence together

We weave literature, field records and data into one line of reasoning, so the evidence behind a judgment can be found and compared again.

  • DESIGN

    Building and testing alternatives

With cost models, analysis tools and virtual experiments, we compare alternatives and set out what it takes to put them into practice.
